・タイトルAs Hot as in Okinawaのinを私たちは忘れそうですね。沖縄が暑いのではなくて「沖縄で」は暑いのですからinが必要ですね。
・那覇の人は驚かなかったでしょう・・・英語ではI thinkの方を否定することが多数派です。
・must be shockedなら「ショックを受けるに違いない」ということです。「受けたに違いない」といいたいのでmust have been shockedとします。

As Hot as in Okinawa
On Friday, May 7, something strange happened. The temperatures in the north and south of Japan were exactly the same. The hottest places in Hokkaido were at Memanbetsu Airport and Engarucho near the Okhotsk Sea. The temperatures there went up to 28.6 degrees centigrade. The highest temperature in Naha was also 28.6 degrees centigrade. I don’t think that the people of Naha were surprised at the temperature, but the people in Hokkaido must have been shocked. It usually doesn’t go above 20 degrees in May.
