・～するのをやめる/やめさせる･･･誰かに止めさせたり、自分で止めたり、stop from ~ingは重宝です。
・税金を課す･･･impose a taxともいいますが、putで簡単にも言えます。
・少ない人が喫煙する→喫煙者が減った･･･このように日本語では減るという動詞で表現しますが英語ではfewer 名詞 で表現することが圧倒的に多いですね。
・（国を）喫煙禁止にする･･･～freeは自由に～できる/～し放題 ではなくて、～できない/～から解放された という意味になります。

A New Smoking Law in New Zealand
Everyone knows that smoking is bad for you, but many people smoke. How do you stop them from smoking? Many countries have put high taxes on cigarettes. In France, about 60 percent of adults smoked in 1975. In the next 30 years, the price of cigarettes went up by 300%, and the number of adult smokers went down to under 40 percent. There are fewer smokers now, but people still smoke. The government in New Zealand has a different idea. They want to make the country smokefree, so they have a new law. No one born in 2009 or later can buy cigarettes. Every year, fewer and fewer people will be able to buy cigarettes, and finally no one will be able to buy any cigarettes at all.
